This directive was in line with earlier warning by Nigerian Meteorological Agency, NiMet, of the impending flooding anticipated to occur in 11 states of the federation.

The governor made this directive known through a statement named the flood prone areas as: Oron, Udung Uko, Mbo, Urue Offong/Oruko, Okobo, Ibeno, Eket, Esit Eket, and Onna.
